The PL should be the 21.---. It is the length you end up with when you subtract the ID of the tuning device and the length to set the overall length to.

I was just going by the spreadsheet that was distributed except I modified it for the 5th harmonic. I thought PL (physical length) was referring to how far the tuner should stick out after the EC was subtracted. Now to find someone who can make one for me!
