I'm going to start off saying that I'm new here and this is my first post. If I'm asking dumb questions please bear with me. I'm learning.

What is the minimum diameter tenon size that can be used on a remington 700 barrel?

I bought a barrel blank and the tenon diameter is 1.153- 1.157"

Is this going to be useable?

I’d use it without hesitation. You can still get a minimal thread fit while threading and it’ll be fine.
 
Let's be clear. Is the barrel blank 1.153- 1.157"? It's not a tenon until you turn it down for threads.
 
Yep, that's a good point. If the entire shank max size is 1.050's, it's still very useable, you will just have to use a barrel nut arrangement.

.050" per side should be plenty of shoulder, in my opinion.

Pete, think he’s saying if the barrel diameter was as small as 1.050”, you’d have to use a barrel nut. Not sure what the minimum shoulder diameter would be, but I’ve turned down barrels to 1.185 routinely to get a flat area for the chuck or set screws if using a cat head instead of a chuck for 6 PPC benchrest barrels. Sometimes to get the weight you want at the length you want, you have to move down the taper of the barrel more than you’d like. Never had much luck chucking up on a taper.
