Lug Setback/Galling Trued Actions

I have to take the opposite opinion. I highly recommend not lapping. When you lap lugs, you lap a taper in them, its impossible not to as the leading edge of the lug surface gets lapped the most. Headspace will decrease the more the bolt is closed. I see nothing wrong with taking a couple thousandths off the lugs on the action and bolt. If a smith is competent enough to true an action he should be able to to time the action as needed, its a very simple concept. Make sure you check for lug contact afterwards to be sure you got what you paid for.
