    I would think that while 0.007" oversize is certainly excessive, neck sizing would limit the stress on the brass and would be acceptable for subsequent firings. Indexing the brass might be required to produce best accuracy. Obviously the only other solution would be to set the barrel back...

    My Savage Tactical with a 1:10 twist likes H4831 behind a Hornady 180 gr BTHP. <1/2 MOA. "Your results may vary". Max pressure is low even with max loads and it produces velocities as high as most other powders.
