Looks like a Lyman Powder Measure, or patternned after one.
I have three with Hensler Inserts installed.

There are some Lyman 55 with "Culver Conversions". Today they are considered a rare find.

There are a lot of Lyman 55's around with a lot of different inserts. The Unit made by Homer Culver was one of the first if not the original , however as near as I can tell by the small photo that was posted this one is merely a basic factory version.
