You may find what your looking for here http://benchrest.com/class/index.php?a=5&b=199

Best way is, go to one of the larger matches and ask. BR guys are always upgrading or sometimes downgrading :D rifles and equipment. They may let you take it for a test drive before you buy. If you get one built by a good Smith, better be putting your order in now, if you want it by next year.

Going to large matches is a problem as im on the wrong side of the border for that. :(

Trxr,
You may want to talk with Dan Killough. https://www.killoughshootingsports.com
They do coordinate rifle builds, and I believe they have experience with the regulations regarding shipping out of the country.
That may be your best option considering border issues. But best to talk with Dan to be sure this is possible.

Stillers Rifles:

A lads from New Hampshire who shoots over here with us has one of Stiiller's rifles as does a friend of his. Both of them are LASERS! great rifles, both of them.

Bob White of The Shooters Corner always has a bunch of Used Custom Built Benchrest rifles available for sale. He specializes in them and varmint rifles and I have always found him to be honest and straight forward about what he is selling. He runs a clinic and seminar each year on benchrest (short range) with Harley Baker, which I have attended a number of times.

Take a look at his web site and give him a call.

Slick,

bill brawand has some good one on classified.

Many available at Tournaments and at the National events. Just because they are for sale, doesn't mean they won't shoot.
