Who manufactures it? For all the information I can find on the internet it might as well not exist. Even Allan has a webpage.

Yes Bart was a very competent machinist I'm sure they were made to very good standards, I remember looking at them when they came out and thought they were pretty nice. as for when my guess would be around 1987 maybe a year or so in either direction.
