Run-out problem - source?

Try someone else's seating die, and buy a new stem. They are cheap. Even a stock Wilson seater, with all the attendant clearance will do much better than the results that you report.
 
Thanks everybody for all the advice/suggestions. Problem is being taken care of. I sent the die off to a gunsmith who is fixing it. Thanks again.
