Rail BBL Mounting

If the muzzle is in front of the front of the bench, it should be. BTW, I understand that this has been tried, and it didn't work.

Yes

UNLIMITED RIFLE.
Any rifle having a barrel 18 or more inches in length, measured from the face of the bolt to the muzzle, and having a safely operated firing mechanism. For minimum barrel length, the legal method of measurement from face of the bolt shall be employed. Neither the Unlimited Rifle nor the Unlimited Rest/s may contact anything that is affixed or clamped to the bench, effective as of January 1, 2006.

Other....
No Unlimited, Heavy Varmint, Light Varmint or Sporter Rifle shall be equipped with a muzzle brake; and no such rifle shall be capable of semi-automatic fire. All such rifles shall be loaded by hand, one cartridge at a time, and fired as a single shot. No magazine, clip or similar device shall be allowed.

Boyd is correct, barrel blocks near the muzzle nave been tried and don't work well for accuracy so I have heard. I personally would not go that route.

No Proplem

The only restriction would be as was stated, the barrel must at least extend past the front of the bench.
I know several shooters who have tried this, with poor results. Mike Bryant put a pretty big effort into this concept a while back, and abandoned it.
By the way. I wonder if this is the same thing as the infamous "stopped muzzle"......jackie
