No. An FFL is needed to ship the serial numbered part across state lines. If it's sent and received within the same state, you could even mail the entire rifle. Not sure about handguns, but this is true of long guns. But at any rate, it's still only the serial numbered receiver that's considered a "firearm".
 
No. The receiver is what is considered by the ATF to be a firearm. I have shipped several bolts to Gre-Tan rifles to have firing pins bushed, I do not have an FFL.

I've shipped complete barreled actions, and complete rifles including the bolt thru USPS with no FFL. Just declare it as a Barreled Action or Mach parts if it's just the bolt. Never had to open the package to verify contents. Just be honest about what you are shipping. If it's for repairs no problem. If Fore Sale, then yes you will need a FFL to handle the sale out of state. If in doubt, check with your own Post Office.

A few minor details you left out.

An individual can ship a long gun interstate for repair as long as the repair facility has the proper FFL credentials to accept the package. If not then such shipment is illegal. Same thing coming back to the owner. The burden is on the originating shipper and receiver to know and follow the rules. The carrier is just a middle man and has no legal responsibility in the transaction beyond their internal regulations, if any. UPS is never a problem for me. The "UPS Store" has internal regulations that make it impossible to use them. USPS is easy too, unless you run into a clerk that does not know the rules but make em up as they see fit. bob
