Open up a receiver thread to 1.125 x 16 TPI or even 1.150 major dia. I've taken them (700s) to 1.100 without a problem.
Next, make a set of bushings with a shoulder, like a flanged drill bushing. Outside thread of 1.XXX x 16 (to match receiver), inside thread of 1.000 x 16 or whatever pitch you like. Flange could be 1/8 to 1/4 thick, not important, same o.d. as receiver.
Make a set of 4 or 8 or 16 bushings on a CNC and index the internal thread to start at different points. Just swap bushings and screw the barrel back in, barrel is indexed without any measuring required. Headspace stays the same.
There is probably something wrong with this idea but I thought it sounded good when I first thought of it.
I think that BAT makes and action with an insert up front. There is a reason they make it but I don't remember what it is.
