Could be the quality of the copper sheets.
I believe, I read some wear.......the jackets start from a copper sheet. In the early days 50-60's it was hard to get consistent copper sheeting. Thickness wise.
By the way. the price of copper is going threw the roof.
I of course. Blame the Free Market Sys. And the PRC (Red China)is building a new Aircraft Carrier. You need tons of special cables for an Aircraft Carrier. The Newport News Shipbuilding spits out a new carrier every 5 yrs. This supply sys. is set.
New customer new shortage.
Variations in thickness could be the result. Or it could be an uneven coating of jacket lube.
 
Jacket thickness and concentricity should not have a great affect on the external shape as most of the variations go inside after swaging . It can effect the balance and the depth of the core inside the meplat and maybe the length of the ogive to some degree but the length from base to the start of the ogive , the shank , should not change if all bullets are made in the one set of dies and with the same thickness of lubricant and same jacket length to start with.
