Most all of them if you provide the parts. Problem is that an action will cost 1000 or more and a barrel is over 300. Add a stock, a tuner, a trigger, and a bedding job and that doesn't leave much for machine work.
 
It is possible to buy a Cooper model that is in that price range and with a trigger upgrade and tuner, they can be competative. There is a small handfull being used in Maine that shoot as well as the customs. Coopers have fantastic barrels. They only come Right Port Right eject though, which is a downer for some.
 
Let me try to flush this out a bit for you.

Action $800 and up to $1200 or so.
Barrel about $300
Tuner about $150
trigger about $180
stock unfinished, not inletted, no trigger guard etc etc. $250 and up. (A fully finished custom stock is going to set you back closer to $1,000).
Scope and mounts at least $450 A Leupold Comp will be closer to $1000, a NF $1500 and a March will be around $2000.

Okay, you now have spent $2100 out of your checkbook and have the parts in hand. Now to find a smith that will put it all together for you and give you $100 to boot. Ain't gonna happen. Buy used or rethink you budget. I expect to spend about $4000 for an all new competitive rifle, assuming the first barrel is a keeper. That is equal to about 2 cases of Eley red box.
