I assume you are still talking about fire-forming and not actual competition?
I'd say that you are correct. If the pressure is sufficient to form the case, that is your goal. But why use a bullet if you don't have to?
There are times when using a bullet is preferred. If I'm forming twenty-five PPC cases for a new barrel, I will load to full pressure and use that opportunity to break in the barrel and sight in my scope. If it's not a new barrel I use them as foulers and even sighters.
But if I'm making 200 cases for my 1000 yard rifle I will form without a bullet.
OTOH, if you are talking about your load that you shoot in competition, I think you already know the answer. You're just tugging on my chain. Right? I'm not as stupid as I look.
