A naval surface engagement was { not "is" } a chaotic scene. There is an element of luck involved in hitting a ship maneuvering at speed and especially at the ranges these engagements occurred at. Reading about the battles off Savo or Samar will give some insight. Even those two battles occurred in completely different technology eras although they were only a couple of years apart.
