well ya have me confused(EASY TO DO)
but
the us mil cannot use non-usa made powders. so lot xxxxxxx milsurplus ain't vith powder. while "8208" as a milsurplus is US made, as a modern powder could be canadian.

IMR 8208 XBR is made in Australia. They kept it for a year. So as the Australian Police and Army Snipers (in the sand box.) could use it.
