a question for barrel makers "re"boring

I understand it is difficult to drill a uniform hole down a blank piece of steel. If this is true why don't they (barrel makers) routinely make larger calibers out of previously smaller ones? Is this due to some tooling/machining difficulty? For clarification: barrels that have been shot. Is this done in the shop on barrels that haven't been tapered/chambered and/or shot? Is it due to liability...not getting the same barrel back or one someone tried to stress relieve theirselves? Is it just not economical? WHY do you ask? I don't really know.
 
Some barrelmakers do rebore but it becoming more rare. Tapered barrels can't be button rifled so that only makers of cut rifled barrels can rebore. Ultimately, it's as much work to rebore as to make a new one and economics undoubtedly play into it. Regards, Bill.
 
Jim Dubell of Delta Gunshop in Wash. state does a wonderful job of reboreing and rifling a blank.
I agree with Bill, most time it is not cost effective. I have an old barrel with a full rib and very nice iron sights. It was cost effective to rebore and rifle this barrel.
