Just wondering if a 7mmWSM reamer will clean out a .708 chamber completely without setting back the barrel.

If you are talking about a 7-08 Remington, then yes, in spades. I would not do another one though- there is no good 7WSM brass to be had. The better route to go is a 7x300WSM which has a longer neck and allows you to use Norma 300WSM brass.
