I was a member at Bayou Rifles until I moved to Las Vegas in May, 2007.
I'm sorry that you feel you were treated poorly at one of our matches. I don't want to come across as overly hostile, but Bayou Rifles is a private rifle and pistol club. As a result, there is no public access except to shoot a match or when visiting with a member; nor would I or any other paying member expect that there will ever be - its a private club. If the public could come in to practice and shoot matches, there would be little, if any, incentive to join.
Since I have been to the pistol range in Addicks exactly twice, my comments are directly only to the Juliff rifle range. We open our club to the public at least 3-4 times a month for public matches, including Highpower, Palma, F-Class, and more that I do not participate in. Anyone can come to shoot these matches for a nominal fee. You don't need to be a member to shoot in our matches.
As to practicing on teh 1,000 yard practicing, even members are struggling on that issue.
Bayou has a practice / shooting "schedule" that gives certain yardlines priority for practice before noon everyday of the week, including weekends. Priority means that if you show up you can tell folks shooting a different yardline to stop so that you can shoot the priority line. The "long range" 600 yard to 1,000 yard line has priority on either Thursdays or Fridays from 9:00am until noon. (I can't remember the new schedule and it changed at the beginning of 2008).
If there is no scheduled priority line, like in the afternoons and before 9:00am, then whoever gets there first controls the line until they leave or someone else shows up that has priority. If no one else is there, you can shoot whatever yardline you want. I suggest any day of the week, including weekends, after 1:30pm. When I wanted to practice from the 600 or 1,000 yardlines, that was when I showed up; rarely did I ever have to contend with anyone shooting on the rifle lines.
There are plenty of members who want and are asking for more 1,000 yard access to practice, but the club is trying to balance the needs of all of its membership, including the numerous highpower shooters that frequently use the 200 and 300 yardlines for practice. I was not alone in actively lobbying that at least one weekend day a month be dedicated to 1,000 yard practice - since most folks work during the week and the designated practice day is not available to them. As the number of F-Class and palma members increase, the probability of increasing practice time also increases. I can tell you that I was not alone in telling the Board that I had joined so that I could use the 1,000 yard range. Since I could not practice on that range - the value of my membership was diminished, meaning I was able to use that range the same amount of time as a non-member. My pespective is that it will take time to get more practice time on the "long Range," but the club is slowly getting there. The club spent a ton of cash building that range, now they need to make more efficient use of it.
Like I said above, I don't want to come across as overly hostile, but Bayou Rifles is a private club. I understand that lots of folks do not live near the Juliff range - neither did I; my commute was over 50 miles. If someone lives in Northwest Houston and wants to shoot long range they have few choices. Unless something changes in the future - not very likely - they can either go to American Shooting Center and shoot the 600 yardline, go to the Impact Zone and shoot something much shorter then 600 yards, or find someone who owns land and will let them shoot. From my perspective, none of them are a very good option.
That having been said I do not think the club will ever give non-members access to practice, except for scheduled practice days prior to a large regional or state-wide match, I would certainly vote against it.
