My savage model 12 in 223AI loves h4198 behind 40gr bergers or blitz kings. start with 223 loads and work your way up in .5 gr increments till you find max. you should find your self a grain or two higher. my 24 inch tube pushes well over 4000fps so your TC should match regular 223 speeds from a rifle length barrel. If your fire forming brass yourself start with factory 223 ammo with a light shot of hornady spray sizing lube to help the brass move forward to the new shoulder. Then neck size and fire again with a near max load for 223 this should finish blowing out the shoulder. Full legth size and your ready to test loads. I tried to blow the shoulder out in on step with hotter hand loads and new brass and ended up piercing primers and splitting necks.
If you can find it, N133 with the 50's and N135 with the 55's will give outrageous accuracy and will beat speed on all other powders I have tried, H335, benchmark, 2015, and H322.
I am shooting the 50's at 3750 in a 23" 1-14 twist barrel with 27.5g of N133, WCC case, 7 1/2 primer, groups in the mid .250 range.
Work up to this loadin you rifle.
