I am reloading a 22 Br in a standard chamber, new neck turned (.011") lapua brass, 29.5 grs of H322, 52 gr. Bergers, Rem 6 1/2. Unturned cases chamber fine.....fired cases are not expanding enough for a bullet to enter the case mouth. Once fired neck sized cases, are not expanding to the diameter of the unsized neck.....30.0grs. of H322 is listed as max........?

Do you know the actual neck size in your chamber. That term 'standard size" is a little ambiguous.

I have found that if you have less than .0015 total loaded round clearance, the neck, (which does spring back a little upon firing), will barely accept a bullet. .001 or less, and it will not.........jackie
 
You might want to discontinue using those Rem 6.5 primers too.
They're just not designed to handle the pressures of a modern cartridge.
