Wind direction and POA/POI

Do you find that quartering winds - 1 & 7 and 5 & 11 o'clock -are easier to shoot in as opposed to right/left or left/right wind? Especially 20/30 mph winds?

And do you shoot better in windy conditions than in no or light winds?
