Bob, back in the mid 1960's when I was very active in a position match shooting league in the Tacoma/Seattle area, I purchased a brand new 1962 Winchester Model 52D and had a Unertl 2 1/4" target scope mounted on it.
I purchased this combination of scope and gun from a highly recommended (by the league) gunsmith with an impressive shop in South Tacoma, WA. and as I remember, he had to bend the bolt handle to clear the ocular bell of the scope. Back then there was not much flexibility in scope mounting, particularly the Unertl which was the primo scope of choice for target shooting, and as I recall, bending the bolt handle on a 52 was SOP...
Bending the bolt handle certainly has not detracted from the operation of the gun, I'm still shooting it today and I see no reason why straightening one should have a detrimental effect on it. I did not see the method this gunsmith used but I believe a bit of concentrated heat from an acetylene torch is applied where the bending is to take place in order to accomplish this...

mine is a 52D and came from the factory with the bolt handle bent down.
This is going to be a rimfire bench gun now and the bolt handle is
a bit tight with currently used stocks

Contrary to Fred's comment, it does not "ruin" a bolt handle. Mine shows no sign of having been bent other than I know it was and who did it and my only comment is to find a good old fashion type of gunsmith with the old skills and it should not have any detrimental effect on your gun or how it works.
