What does "clean up" mean that makes Shilen barrels 2" shorter?

Because those barrels are 28" when you get them and they need to be shortened 2" to get to 26"
 
Let's see Jim. 26"+2"=28". I guess our math is the same. If the barrelmaker doesn't cut off the ends after lapping, either end could be a little larger that the rest of the barrel. Shilen allows you to cut the barrel shorter if you like.

I think you are saying for stress relief in the oven. They buy heat treated steel. I have not seen plugs in the 4 manufacturers that I have seen.
 
I vaguely recall from a tour at Douglas that they do a final stress relief in the oven and and drive plugs in the ends to prevent scaling of the bore - "vaguely" being the key word.
 
If I remember correctly, Douglas plug their chrome moly barrels to prevent scaling during final stress relief. This is not necessary during final stress relief with 416 stainless.
 
I think the old "cut an inch off both ends" comes from the days of chambering between centers, rationale being that if you center up inside the lapping bells.......

It would seem to me that just to plug would not eliminate scaling, wouldn't one have to flood the bore with an inert gas?
 
Jim, there wouldn't have to be much residual lube in the barrel to use up any oxygen which would be present when it flashed off. Still, I think most makers just flood the furnace with inert gas or a flammable gas to burn off oxygen. To anneal an action without scaling, I wrap it in stainless foil with a piece of paper. The paper burns of the oxygen and the action comes out normalized and unscaled.
Hart barrels used to be marked at the point where they had to be cut off. I presume this was the point at which the air gauge indicated a variation in the bore due to lapping or reamer runout. Regards, Bill.

I have three Shilen stainless #3 taper barrels I am working on right now.
Why should I cut 2" off the muzzle?

You shouldn't. We say to cut one inch off each end for best results.
