What Causes

It is just spring back from the sizing. The mouth is the most unsupported part and it springs back just a bit.

It whould not hurt a thing.
 
I get the flaring only on unturned and untrimmed cases. I attribute it to the nasty work-hardened goobers on the end of the factory neck. On my prep'd cases there's absolutely zero flaring.

AL, I'm not referring to the burrs or the peening affect as you see on just out of the box
cases. Its the faint flare that you can see after neck sizing a often fired case.
 
Funny, I've always thought that case mouths tightened inward. Maybe it's a calibre issue.

However, if we cut a bevel on the case mouth to facilitate loading the projectile, maybe that thickness variation causes what we see, or think we see, or imagine.
