Weighing a rifle

When weighing a rifle for competition classification, is the weight of the rifle calculated/recorded with the scope attached and the empty magazine inserted or is the weight calculated/recorded with both the scope and the magazine removed from the rifle?

Rifles must meet weights in, all up, as shot condition.
 
You shoot with a scope and if you shoot and load from a magazine, you weigh full up as mentioned.
Remember a feller once that attached a plastic bullet box under his drop port. He missed weight having that box plus the shot brass.
