tight closing bolt problem

Mate has a rebarrelled walther that is very hard to close the bolt on. Bullet slides in easily enough but when you close the bolt it takes great force. Rifle shoots very well but on inspection of an ejected live round the lead rings are shaved flush with the body of the case. Quick vernier reading of the ejected round shows that the barrel is .221" & the rifling is .215". The lead is also shinier on one side than the other. I shoot tight bore barrels myself but havent struck this problem,mine close easily its ejection of a live round thats difficult as per normal
.Any ideas on a possible method to fix his rifle , is hand lapping a solution .
Any help appreciated.
 
If this is a factory barrel, it makes little sence and I would go to the manufacturer. If it is an replacement barrel, I assume first that the bolt closes fine without a round chambered. The off center concerns me the most. Could a "smith" have drilled a chamber (offcenter) and not bothered to machine a lead? I'd do a chamber cast and look at what you have for a chamber. If it is wrong, your only real option is to set it back and have a new chamber cut.
Edit: I reread your question and see that it is a rebarrel. Don't use the same smith next time.

Its a replacement stainless barrel & it does close fine without a round in it, it doesnt appear to have worked the brass at all & the round can be pushed in lightly with my finger until the bullet contacts the rifling or leade. I agree the uneven aspect is the main concern.
 
Tight closing bolt

Check to make sure your action screws are not puting the action in a bind. You might can loosen one of the screws and try it or make sure the floorplate is not pushing on the action when you torque them. This is what was puting my Sako action in a bind and made the bolt hard to close. I ruined the ejection spring trying to close bolt. Hope this helps. Mickey;)
 
It would appear the gunsmith is not capable of cutting a proper chamber-leade for a bbl that tight.
 
the bolt functions properly without a round loaded so i dont think its binding .I will tell him to take it to another gunsmith to have it checked but i agree with Tim that the lead area hasnt been machined enough for the tight barrel. Rifle was rebarreled maybe 5 years ago but the owner has only shot it a few times over the years & is getting back into the sport more now.
