Could anyone recomend a good tactical rifle in the $1500 range/i am looking for the 300 wsm caliber/factory or custom/thanks for any help/also a scope recomendation would be helpful.

Not a lot of choices in 300 WSM. The only one that comes to mind is the FN. The skies the limit on a scope. A reasonable priced one is a Leupold VX3 with M1 Turrets. I have both a regular and a long range version. A Mark IV is a step up.

If you have some deeper pockets, a S&B or Nightforce NXS are hard to beat.
 
Go to sharp shooter supply. email them to see if they have a timed and trued savage action for a WSM. They normally cost $450 ready to install a barrel, and their LVT tactical stock and they stock WSM barrels.

They also have a magazine converison kit for $75 with one mag.

Burris double dovetail bases, burris signature rings with the 20 MOA iinserts
($75)and scope of your choice

Other than that look on snipers hide for a used gun.
