Stock building questions.

I am building my own rifle stock for F class, which will house a Remington 700 Long Action. I don't have my new receiver yet, but I do have a short action
(.223) available to use for measurements.
Question 1:
Are the two action holding bolts spaced the same for both the long and the short action?
If so, I can do some more mill work on the stock now instead of having to wait a month or so for my new receiver. This will be a single shot rifle so I only have to drill for the bolt pillars and slot the stock for the trigger housing. I have no concern about the magazine dimensions.
Question 2:
If I pillar bed the action (using the kit from Sinclair), do I still need to retain the recoil log to achieve the intent of bedding?
Eliminating the recoil lug certainly simplifies my stock building work.

1. The hole spacing is not the same. The long action screws are approx 7 3/8" apart while the short action screws are approx 6 1/2" apart. A big difference

2. Pillars are not intended to take the place of a recoil lug. They have nothing to do with recoil. They are there to keep the stock from being compressed when tightening the screws.

Not only is Ray correct here but I believe that the screws shouldn't even TOUCH the inside the sleeves, let along take recoil.

I know that waiting is usually not convenience/comfort. But, if you do not have the same action in hand, or some drawings/precise measurements of the action, I think it would be better for you to wait for a while, i.e. for more precise work & inletting...although in fact that the rear/tang area & bolt recess are both the same between the short & long Rem700.
Also remember about the "lousiness(?)" of most Remington's bolts. If your bolt recess is not precise the bolt handle could "jump" when firing. (which is not good imho...i.e. will be more vibration). Personally, I prefer to finish the bolt recess after the bedding job is done. (so your bolt handle would "stop" where it must stop, no jump etc).
