Starting out equip/where to shoot?

I bought a custom Rem700 with 28" Lilja barrel in 284 Winchester with Jewell trigger and 1k BR style stock. I believe the gun weighs approx 20 lbs. Currently only long range optics I have is a Pentax 8-32x. So I have several questions:

1. Where to shoot (live in central Virginia) (I've heard of Camp Butner, NC and Quantico but don't know if I'm allowed to practice there or if my equipment will work in any of their matches.)
2. Assuming there isn't any range longer than 300 yds. near me, how important is it to practice at longer ranges?
3. Will a Pentax 8-32x work? If not, will a used Leupold Target 36x suffice? Something else less than $800 worth buying?
4. What competitions can I compete with a 20 lbs. rifle?

Since nobody has replied, I'll give it a shot.

1: No you cannot practice at Quantico. Others I can't say, I'm not from that area. The PA club is a bit far for practice but lots of guys from VA come for all the matches. You're in about the middle of NC and PA. Others can tell you if you can practice at the NC range, or where those guys do practice.

2: Once in a while, it's important but not all the time by any means. It's a luxury, not a requirement.

3: Yes, no problem. Either will be fine. Guys shoot 15X scopes and do just fine in this game (nice 15x scope tho)

4: 600 and 1000 yard benchrest heavy gun class. F-Class might be a stretch if they actually care about the rules which now limit total equipment weight I think.

IBS Light Gun Benchrest is 17# and the PA rules are 16.5#. Loosing 3# is unrealistic I say.
 
You can practice at the NC range if you become a member. Your 20lb. gun will limit you to the heavy class as was mentioned. Even loosing 3 1/2 lbs will not let you shoot in PA's light class unless the barrel taper is correct. your scope should be fine. Actually you would be better off if you had a light gun that conformed to the PA rules, that way you could shoot it in both IBS/NBRSA and PA's light AND heavy classes.

So its either IBS/NBSRA heavy class or F-class Open class allowing 22#? So is it safe to assume that F-class would be a better place to start? If so, where are there regular F-class matches?

Regarding F-class, I have a Potektor bag and adj. bench rest. Would I need a mat or bipod?

You should weight the gun and make sure of the weight.

You are in the center of a bunch of 600 and 1000 yard BR ranges. Here is a small list:

You did not say where in VA, you are located. In Roanoke Va we have 20 benches covered firing line, and have up to 500 yds see www.roanokerifle.com. I run IBS Score matches at Roanoke and shoot IBS 600 at Peidmont and Oak Ridge. need more info email me rmschr@comcast.net

I weighed my rifle tonight and it came in at 20.0 lbs. without scope or rings on it. I forgot to mention the barrel has a brake on it, don't know if that is against any rules. Also it measured 25.5" from barrel/receiver joint to start of the brake. I believe it has a 10" twist, meaning I will not be able to use VLD's but possibly 168SMK's. So all that said, I wonder if I would be significantly handicapped in the heavy classes?

Wondering if I might be better off selling this rifle while it still has low round count, or parting it out and investing in a 6BR with fast twist for VLD's, that weighs less than 16.5#? The barrel on there now is a pretty heavy 1.2" dia. at the muzzle.
