SS ore steel rem 700

is there any avantage to use a SS rem action vs a steel one to build a HBR rifle ?
i now the SS is more rain resistant

Not to my way of thinking. Stainless is more corosion resistant. Chrome moly is less prone to galling (regularly lube your lugs though and it's a none issue). Small differences really; you'd do fine with either.
