After the holidays I have a LOT of primers I would like to sell.

How does one legally ship them?

Federal No. 215

basically YOU cannot.
shippers accept from certified shippers, you aint.
ups fedex will not accept your package.
go around the rules and your package is put on an airplane...., if caught your are screwed.

Nobody without provision for Hazmat.
Given the shortages you may find advertising for local pickup, even using an intermediary if you wish to maintain privacy, could move them pretty quickly.

the fine print
PRIMERS ARE AN EXPLOSIVE.
bullets are not
powder is not
cases are not
primed cases are not( their rule)
ammo is not
special rule to ship EXPLOSIVE's

There is a Distributer in the Twin Cities that I've used in the past. $25 charge per box + actual shipping and Haz Mat.
