I'm assuming you're asking if a scope will hold POI . A Hood scope checker is the best way to verify a suspect scooped against a known reliable one.

Let’s Check our Scope:
Three terms to understand - POA & POI and Return to Battery
Most good equipment will return to Battery!
Let’s check that first.
Center your scope on the X.
Now move your rifle back & forth in your rest.
Does the scope always come back to the X??
If not then probably it is your equipment & not your scope?
Stop here & fix your Equipment.
If it returns to Battery then?
Next fire a few rounds down range & return to Battery.
Is your Scope POA is still on the X?? & you POI is all over the target?
If so then it is probably not a Scope problem!

Next if you really want to check how good your is scope – “Shoot The Box!” :)
 
Yes Doug, scope checker, the only, repeat only method to verify wether POI is moving in very small increments, which is the usual way they tend to slip. They allow a check within the tolerance of a crosshair or small dot, none of which having anything other than a full bore rail gun will determine by sliding in a rest.
Once you understand the methodology behind Charly Hood's simple, effective device allows. If its good enough for center fire guns shooting 5 shot groups in the .100's at 100 yards, they are more than adequate for our .22's.
 
Using the Hood scope checker, the only thing that the rifle does is provide recoil. Its accuracy is irrelevant.

I don't know what point you're trying to say but the theory is that most target capable guns are able to often put 2 bullets in the same hole. By using one you can easily pin down issues with a suspect optic.
Some Leupold owners simply send them back every few years with trumped up issues simply to have them checked under their great warranty.

Had a friend who returned a scope twice because it was not holding poi & twice Leupold said that they put it on the machine & it tracked fine. That was the limit of their service.

It wasn't until the image dropped while he was on aim that he identified loose components or a delaminated lens.

I hear ya. Myself, I know a guy who went to high school with this guys cousin that had a neighbor that once thought he overheard the same damn thing.
