Never had to bed the scope to rings when using Kelbly rings, however, when using stock rings in a hunting rifle, I've always had good luck using JB Weld, spraying the scope with a light coat of PAM, setting the scope in the rings, and letting it set over night.
You can quickly get a feel how good the scope seats in the rings by coating the appropriate portion of the scope with lip stick and setting it into the rings. When removed, the surface area on the rings will show you how good or bad the scope seats in the rings.
