I bought a couple of Scope Bases a couple years ago, when IFinleyy got around to mounting the Scopes on them Icouldn'tt get the Scope to adjust downenoughf to hit the center of the target. I cut up a coke can & put 3 or 4 shims under the Scope Rings. These are Picatinny Rails. How is the best way to shim & bed the bases?

Max, are your scope bases flat or do they have some amount of moa slope built into them? If they are 40 moa, you may not be able to adjust down far enough to hit center of target at 100 yards. 20 moa bases don't seem to have that problem.

Don't put shims in the scope rings, that reduces the diameter of the ring and will damage your scope.

Place your shims under the front of the base and then glass bed the front and rear of the base to the action with the screws loose lightly holding it in place... use release agent on the action and screws. After the glass has cured you can clean it up and torque the screws tight.
 
These are great rings and specifically address your issue as well. Of late, they have been a bit hard to find though. Watch the video.

I've always gotten mine from Brownells, though nowadays you can pretty much get the Brownell's dealer price on the internet. Even the 30mm aren't too hard to find.

I ordered flat bases they may be 40 moa. I put the shims between the top of the base and the bottom of the rings on the rear ring. Do I shim the rear of the base untill i get it right and then bed shims and all with J B ? Thanks Max

Correct me if I'm wrong -- it happens a lot with left, right, up, down -- but with your issue, I think the shim should go under the front mount...
 
I put the shims under the rear scope Ring. If I remember right 3 of them.

I thank you are right If the base was a 40 moa Id nead to shim the front . I'm shimming the rear.

The age old rule... adjust your rear sight the direction you wish your shots to move on the target...
It applies to a scope as well...
If you need to lower your shots on target you need to lower the rear of the scope or raise the front of the scope.
