Scenario of 6ppc 15" barrel and 1 in 14 twist will it stab 68 gr bullet 2400fps

I have a friend that wants to Chamber a xp100 in 6ppc with 1 in 14 twist 14" long. with 68gr bullets. In competition he can only shoot a max of 2400 fps because of damage to silhouettes. Can someone tell me if bullet would stabilize or would you have to go to different bullet weight or twist. Any help would be appreciated.

Yes that will work but he'll knock over more rams with a heavier bullet. I had a 6X47 (the old version on a .222 Mag case), 1-10 twist, that shot 105 Speer RN bullets - it would clean the rams every time. I don't think a 68 will do that unless the targets are set different from the way they were in my distant past. These days I'd go for a 6 BR with an 8 twist. Get a standard no-turn reamer and just load and shoot.
