Sanctioned Matches - - target hanging specs?

Hi, Happy New Year,

I have been reading every thing I can find, pertaining to competitive BR for more than a yr.

I have never seen any specific reference to the hanging (placement) of the target.

At any, or all sanctioned matches, can you take for granted that the cards will be hung plumb?

Generally, when you're at a regular sanctioned match you can hang your own targets, and thus can use a level when doing so. And, if by chance you've frogotten yours at home, don't worry as everyone else there will have theirs available for you to borrow. But, the exception comes when you are at a Regional, National or World level event as then your targets will be hung and collected by a designated target crew, and they usually do an outstanding job of getting it right.
