sadly, the only other information I have pertains it to being a Bait holder galvanocaustic traumatic Primer, as per Russian No. 3-027321. I've searched all over the net and nothing.

Any help is highly appreciate it

Maybe I'm just simple, but it sounds more like fishing gear than anything else to me. Where did you see or hear about this? Not trying to be cute or a smart aleck, but it sounds a little bizarre.
 
sounds like galvanizie coating for live bait..as in paint primer
 
Indeed I find it quite bizarre as well. The problem is the document. It is a very inaccurate translation and the only source of information for now. I'm certain it is not for fishing equipment, though I definitively wish it were. In essence, it probably is a primer for 100mm, 122mm, 130mm or 152 ammunition and that is as much as I got to work with.

It's an anti-fouling galvanic sacrificial anti-corrosion hull preparation optimized for Ukranian fishing fleets in the Baltic. Nothing quite like it for suppression of barnacles and wood boring worms. The big advantage to its alternatives is ease of application with roller or brush. I'm surprised you guys didn't know this already. I learned about it from Pete's mail order GF.

well yahh but...... when you hit it does it blow up???


let's see.... if I powder some AL from the hull, ball mill a hunk of the anode, mix with a few cold packs and add some powdered TI for flash and some of that paint.... may not be a 'primer' but THAT will certainly light yer fire you smack it with a hi-vel round!
