Charles, you may have better luck on the factory-hybrid forum. The BR guys may not be familiar with your rifle as we don't use them in BR competition.

Is this not a very popular rifle in terms of accuracy or other reason? I guess what I mean is what should I be looking for in a bench rest rifle?

It should make a decent varmint rifle. I don't believe that I have ever seen one used as a BR rifle, even in the olden days. Work up some good loads for it at the range and if the BR bug bites you, buy a used BR rifle. It will shoot much better than your Ruger. It would be the smartest way to spend your money.
