Ruger M77 Factory Scope Mounts and Rings Fail

If anyone can tell me what is going on with my Ruger M77 mounts, please refer to the two attached photos and recommend a fix. The rings are paired Ruger 14mm or 17/32 in. height. Thanks for your help.

The rings are identical, bought as a matched pair of high Ruger rings.
 
So is there a step in that action- i mean if you laid a straightedge on the front base is the back spot lower? Cant tell by the pics. If so it appears to be the wrong rings.
 
I think you're right, the rear deck is lower than the front. Never heard of it, have you?
 
The Ruger rings for the 77 have always been two different heights, front is shorter. On the other hand, the 77/22 rings are of the same height.

This is from memory, sold a lot of 77s, never cared to own one. I did have a 77/22, nice rifle but not as nice as my Win. 52C
