Ruger M77 Bedding?

I'm in the process of bedding a Ruger M77 VT in 6.5 Creedmoor. I have two questions.

1st- This rifle has a 28" barrel, it's a factory barrel, I'm wondering if I should bed under the barrel for a certain distance or not?

2nd- Does bedding the tang all the way around create another recoil lug, kinda like on a Win action where your supposed to only bed the tang on the sides and not the back?
