If I remove a 20 minute rail and crank the elevation knob up 20 minutes will I be back to original zero setting? In theory this should be true but is it?

That probably depends on how accurately your particular rail was manufactured along with how accurately the replacement rail was manufactured.

In theory, yes, removing a 20 MOA rail and dialing up 20 MOA should bring you back to your original zero. However, minor differences in mounting tolerances and scope tracking can cause slight variations.
