Oversized bore on .223 Ruger

Acquired this .223 Rem Ruger rifle from a friend. He claims, and I have been there when he was testing, that it won't shoot in a bucket !! True !! A .219 pin slides nicely all the way thru the bore. I don't have a .2195 pin to try but a .220 will not go. Slugged the bore to get the lands dimension and came up with .2241. Now .2241 minus .219 leaves just .005. Half of that is .0025 for the difference in height between the bore and lands. My question is this: Is that enough to grab and hold a bullet all the way down the barrel without it skipping over the lands and deforming, causing bad accuracy ? Normal bore sizes for this caliber are .216 and .224 leaving .004 on each side to hang onto the bullet. This is a little suspicious but somewhat beyond my "ken". Any ideas on this?? Thanks Rich
 
I don't believe the bore size has anything to do with your problem. And it's 'wayyy enough that their's zero chance of "it skipping over the lands and deforming, causing bad accuracy."
