So if Russia and China do not ratify the treaty, they'll probably be producing more arms to take up the slack of the idiot countries that abide by the treaty. The treaty will also help out countries like Iran and North Korea to increase their sales. The do gooder idiots in the world do not seem to get the picture that, if there is a market, someone will produce the product.
