I also though so because of the 4-01 release date and I still wonder, but it seems it may be real unless Hornady, Vortex and reputable shooting magazines/sites are all part of a massive fooling conspiracy 
...Nevertheless, independently of whether there is any use (I don't have use for it) or if it is ready for civilian use, this amazing technology is currently available and used in our defense systems in the USA (Missiles, ammo for penetrating deep concrete, drones in all varietie and other).
Nowadays miniaturization and Nano Technology made unthinkable matters from the past very possible and we haven't seen the entire picture...
