The Nesika J has a 1 1/16-18 thread. Cut the length of the tenon the same as the depth from the receiver ring to the bolt face. On the action I used to have, it was .967" from the receiver face to the bolt face. I'd cut the 30 degree cone back until I had between .005" and .010" clearance. This would usually wind up taking a little off the tenon length resulting in a tenon length of .958". Of course, this is for an action without recoil lug. If you have a recoil lug, you'll need to add in the thickness of the lug.
If you have the action in your hand, specs for any receiver tenon can be measured when fitting the barrel to any action. Don't take anyone's word for it as some makes of actions may have different thread diameter and pitches than what is the norm for those actions. I know Bat's have been made with different tenon lengths so that people who have Pandas so that they can use their barrels on either actions. They aren't the norm, but they are out there. If you are going to chamber barrels, you need thread pitch gages, depth mike, outside mikes and a good dial or digital caliper, along with the headspace gages and chamber reamers.
