Need Help With Rem 700 & Leupold

I have a rem 700 v/s that had a weaver V16 that shot real well.The scope was mounted close to the barrel. I upgraded and put a mark 4 w/ high ring mounts on this gun.Things are tight but the the gun is shooting poorly. Are accurate bench gun scopes mounted as close to the barrel as possible ?. Is this the problem?. Why are the military scopes mounted far above the barrel? I'm not sure where to start to solve this problrm. Would you get lower ring mounts? They're no shot strings . The groups just are not tight as they were. It was very accurate with the weaver. It is a 243. I apprciate your replies.
 
Cheek Weld

One of the problems with high ring mounts is a consistant cheek weld. If your not in the same palce every time and the Paralax is off you will get POI changes.

So what's changed?

If you are quite sure that everything is snugged up tight, the first thing I suggest you consider is your shooting position. There's the potential for up to one full inch difference between scope height then & now.

What is different with your head position & cheek weld between the low Weaver & the high Leupold? Have you the same control over your head position now as you had before? Try building the stock's comb up with layers of tape so you can get the same "feel" again & see if it shoots any better.

If the group tightens up, the answer might be to either build up the stock or get lower mounts.
 
I did notice that with the luppy that there was not as much paralax as there was with the weaver. I am a serious varmint hunter so puching paper for me is just to varify things are right. This 243 has about 1500 rounds through her. It shot better in her earlier days. Could the throat be going?. Is it time for a new barrel ?. Would letting a friend (who is a good shot ) shoot it rule out the shooter. I can't see how the check thing would make such a difference with this heavy gun.Thanks for the suggestions.
 
Just from personal experience with a .243, and from what I've read of others experience with them is that 1500-1800 rounds is about the accuracy limit with them. They'll start spraying shots around after that.
 
"factory" barrels have LONG throats to begin with, and from personal experience I can tell you your barrel is over the hill for with that many rounds through it.
