Yes, they are case hardened. You will need one drill bit per hole. At least, that's what I was charged for when I had a local smith D/T mine. Carbide bits are recommended.
 
I would suspect that it is case hardened, but since he apparently
did not do the work and relates only that he was charged for
drill bits, it does not make a testimonial. Case or fully hardened
still calls for carbide, at least in the beginning.

Never worked on one myself but strongly suspect it's only cased. If it's glass hard all the way though it would be both brittle AND virtually impossible to thread!

Most 52 Winchesters are cased....spot your hole with carbide, then you can drill the balance of the hole with HSS and it will cut and tap like butter.....Bob, spot your hole with something like a #28 carbide...spot it the full diameter of the drill....this will allow your tap not to have to bite any case....the case is just a few thousandths deep, you can drill the balance with your #31 HSS, assuming you're going 6x48.....I would recommend you drill blind holes......finish with a bottom tap......Beau
