I was wrong, I have a carbide expander mandrel for 30 cal.

the pumpkin is ground offset for micro adjustment.

Sinclair carries in Stainless, coated steel and carbide

Ever since this thread popped up, I've been meaning to see how successfully I could make one. I'm planning a 3/8" hole, offset 0.0025 in a 1/2" round as a toolholder placed in a collet in a single-lip cutter grinder, then just grind the od to size.
