Does any one know if it is legal to build a long range pistol on a rifle action such as a rem. 700. Also does any one know if there is a restriction on barrel length on such a pistol. any help would be appreciated
 
It is NOT legal to build a pistol on a rifle action without you go through a bunch of BATF paperwork. It's legal though to use the XP100 Rem action which is essentially a clone of the 700 but registered/sold as a pistol. Now if you keep the barrel at 18" or longer..... it's still a rifle.

Most will use a Rem. XP100.............Don

I'd agree, you can't make a pistol out of a rifle action. Likewise you can't make a rifle out of a pistol action, at least under US federal law. If you put a shoulder stock and a barrel on a pistol so that it's over 26" OAL AND over a 16" barrel length it will look a lot like a rifle and it is legal, but the action is still registered as a pistol. I have an XP-100 benchrest "rifle" but is it really a rifle legally? I'm of the opinion that it's still a pistol. Remington registered it with the ATF as a pistol when they made it. I could legally put it back in an XP100 style stock and put a 10" barrel back on it and it would still be a legal pistol. I couldn't do that if had legally become a rifle when I added the stock and longer barrel.

A rifle doesn't have to have shoulder stock to be legal. The semi-auto 1919 Brownings are an example. They are ATF approved rifles and have only a pistol grip. Cutting down a rifle stock and barrel as long as the end product meets the 26"/16" length is not illegal. Many benchrest rail guns have no stock at all. You'd think the ATF would have noticed if that was illegal.

So if you take a Remington 600 or model 7 or 700 short >rifle< action with a 20"+ barrel and fit it to a McMillan XP100 pistol stock it will still meet the legal requirements of being a rilfe. It will look like an XP-100 with a longer barrel. You haven't made a pistol out of a rifle. It's still a legal rifle. There may be some state laws about it's legality for carry or hunting. There aren't in in my state - Arizona. It would not meet the rules for NRA or IMHSA handgun silhouette shooting. Why should it, it's a rifle. Accuracy of such a firearm? It should be as good as with a shoulder stock if shot from bags or a bipod.

If any you know of specific laws, ATF rulings, or court proceedings showing the above isn't true I'd sure like to know about them. I have no desire to break the law.
